Verdient de opleiding een boete?

Vorige week schreef Geert Buelens in de NRC een opiniestuk over een maatregel die de regering onlangs aankondigde. Universiteiten krijgen, als die maatregel doorgaat, een boete als studenten te lang doen over hun studie. Terecht of niet?
